Emotional support animals and psychiatric service dogs

How it works

The closest pair to tell apart, and the one where getting it right is now worth the most.

Both are about mental health. One is trained.

A psychiatric service dog is individually trained to perform a specific task: interrupting a flashback, waking its handler from a nightmare, applying deep pressure during a panic attack, creating physical space in a crowd, reminding its handler to take medication, or checking a room. An emotional support animal is not trained to do anything, and its effect comes from presence.

The test, applied honestly

Ask what the animal does that it was taught to do. If the answer is that it senses distress and comes over, that is temperament rather than training, and it is an emotional support animal however real the effect. If the answer is that it performs a specific learned behaviour in response to a specific cue, that is a task.

Why it matters more now

Since 22 May 2026 HUD finds reasonable cause on a housing animal complaint only where the animal is individually trained to perform work or tasks. If your dog genuinely performs a trained task, you are in a substantially stronger position characterising it accurately than you would be calling it an emotional support animal. If it does not, claiming otherwise is misrepresentation, and in some states that is an offence.

No certification exists for either

There is no register of service dogs and no register of emotional support animals. Training can be owner-provided; the ADA requires no professional programme and no certificate. Anyone selling either credential is selling nothing.

Common questions

Can I train my own psychiatric service dog?
Yes. The ADA does not require professional training, only that the dog is individually trained to perform a task related to your disability.
Does a psychiatric service dog need a letter?
Not for public access; a business may only ask the two permitted questions. A housing provider may still ask for documentation of the disability-related need where the disability is not obvious.

A clinician licensed in your state reviews it and decides. The fee is refunded if they decline to issue, because a review that cannot say no is not a review.
