Emotional support animals and panic disorder
By condition
Panic attacks are acute and episodic, which makes the disability-related need easier to describe here than almost anywhere else.
Why the test is usually clearer here
The second half of the test asks what the animal alleviates, and vagueness is what sinks most requests. Panic disorder is episodic and physical, so what the animal does is comparatively easy to state: reported effects usually involve interrupting the escalation of an attack, shortening it, or making it possible to be in situations that would otherwise be avoided because of the fear of having one.
A diagnosis is not the test and does not decide this. The question is whether the impairment substantially limits a major life activity, and whether this animal alleviates a symptom or effect of it. Both halves have to hold, a licensed clinician decides, and the answer can be no.
Anticipatory avoidance is the part that limits life
For many people the attacks themselves are not what substantially limits a major life activity. The avoidance is: not travelling, not going to work, not being alone, arranging life around the possibility of an attack. That is usually the substance of the limitation, and documentation that describes only the attacks understates the case.
What this does not cover
Air travel. Since 2021 airlines have not been required to treat emotional support animals as service animals, so an animal that helps with panic on a flight travels under the airline's pet rules. A trained psychiatric service dog is a different matter.
If you are thinking about harming yourself, call or text 988 in the United States to reach the Suicide and Crisis Lifeline. It is free and available at any hour. An assessment on this site is not a crisis service and is not a substitute for one.
Common questions
- Does panic disorder qualify for an emotional support animal?
- It can, where it substantially limits a major life activity and where the animal alleviates a symptom of it. The avoidance that builds up around attacks is often the clearest limitation.
- Will an ESA letter help me fly?
- No. That changed in 2021 and has not changed back.
