How to get an emotional support animal letter in Iowa

Iowa

There is no lawful same-day route in Iowa, and that is the whole of the answer for most people. Here is what the statute requires and how to actually satisfy it.

Read this part first. Iowa requires a client-provider relationship of at least 30 days before the documentation issues (Iowa Code § 216.8B, as amended by SF 2268 (2024)). There is no lawful same-day route in Iowa. Every service advertising one is either ignoring the statute or hoping you will not check.

What the 30 days actually means

The provider must certify that the provider-patient relationship has existed for at least thirty days before the written finding issues. Iowa expressly allows that relationship to have been conducted by telemedicine, so distance is not the obstacle. Time is.

The route that works in Iowa

  • Start the clinical relationship now rather than at the point you need the letter. The clock is the binding constraint, and it only runs forward.
  • Use a clinician licensed in Iowa. A licence from another state does not satisfy a Iowa documentation requirement, however the consultation happens.
  • Expect an actual evaluation. The statute requires a clinical judgement about disability and about whether the animal helps, and a clinician who reaches that judgement is also the one who can be asked to stand behind it.
  • Keep the dates. The document should show the licence details and a date that is consistent with the relationship behind it.

What Iowa law sits behind this

Iowa has its own fair housing statute, the Iowa Civil Rights Act (Iowa Code § 216.8), enforced by the Iowa Civil Rights Commission. A state complaint runs on state law, so HUD changing its own enforcement priorities does not decide it.

Iowa also legislated on emotional support animals directly, which most states have not. These are the sections that matter:

  • Iowa Code § 216.8B: Governs assistance animals in housing, defining an assistance animal by reference to the federal Fair Housing Act and setting out what a housing provider may request.
  • Iowa Code § 216.8B(4): Provides that an online registration, identification card, patch, certificate or similar document does not by itself establish a disability or a disability-related need.
  • Iowa Code § 216C.11: Penalises misrepresenting an animal as a service animal.

What you should not buy

  • A registration or certificate. No federal or state register of emotional support animals exists, so nothing can register you on one.
  • An ID card, vest, tag or collar. None of these is documentation and no statute gives them weight. California went as far as requiring sellers of these products to say so in writing.
  • A letter from a clinician not licensed in your state.
  • A letter issued faster than 30 days into a clinical relationship, in Iowa.

A Iowa housing provider handed a letter has no register to check it against, which is the reason so much of this market is worthless paper. Every letter issued here carries a six digit ESA ID and a public verification page, so a landlord can confirm the letter is real, current, and issued by a licensed clinician without being shown a single word about anybody's health.

Nobody can tell you from a web page whether you qualify, and any site in Iowa that says everyone does is selling something. An emotional support animal letter rests on a licensed clinician evaluating you and concluding that you have a disability and that the animal helps with it. That review can come back no, and when it does here, the fee is refunded.

Common questions

How long does it take to get an emotional support animal letter in Iowa?
At least 30 days, because that is what Iowa Code § 216.8B, as amended by SF 2268 (2024) requires of the relationship behind the document. Anything quicker is not lawful Iowa documentation.
Do I need to see someone in person in Iowa?
No. Iowa expressly allows the required relationship to have been conducted by telemedicine. The thirty days still apply.
What does a valid Iowa letter have to contain?
The clinician's name, licence type, licence number, the state that issued the licence and its expiration date, a statement that you have a disability within the meaning of the Fair Housing Act, and a statement that the animal helps with it. It should not contain your diagnosis, and a housing provider is not entitled to one.
