There is no service dog registry

Psychiatric service dogs

The search results are full of places that will register your dog. None of them is recognised by anybody, and buying one can make your position worse.

What the law provides for

Nothing. There is no federal registry of service animals, no federal certification, and no agency that issues credentials for one. The Department of Justice says so in its own guidance on service animals, and the Department of Transportation's 2020 rulemaking declined to create one for air travel.

This is deliberate rather than an oversight. A registry would create a gatekeeping step between a disabled person and an accommodation they are entitled to, and it would be administered by somebody deciding whose disability is real.

What the registration sites are actually selling

A row in a private database, and usually a printed card, a vest and a certificate with a seal on it. The database is the company's own. The seal is their own. Nothing about it has been reviewed by anyone, and a business is not obliged to treat it as meaning anything, because it does not.

Some of these sites use names and page designs that imply a federal connection. Check who is behind anything that appears to be official. A real government service animal document does not exist to be bought.

Why buying one can actively hurt

  • It invites the wrong question. Producing a certificate suggests documentation is the test, and a business that learns to ask for paperwork will ask the next handler too, who may not have any and does not need any.
  • It is the signature of a fraudulent claim. Staff who deal with access disputes regularly know these certificates on sight, and they are associated with people whose dogs are not trained.
  • It substitutes for the thing that matters. Money spent on a vest and a card is money not spent on training, and training is the only thing that makes the dog a service dog.

What establishes the dog's status instead

  • The training itself, and the handler's ability to describe the tasks plainly.
  • The dog's behaviour, which in practice is what decides most access situations. A dog that is quiet, housebroken and under control is rarely challenged.
  • For air travel, the DOT Service Animal Air Transportation Form, which the handler signs under penalty of perjury.
  • For housing, documentation of the underlying disability and the need, from someone in a position to know.

A vest is not proof and is not required, but it is not useless either. It tells strangers not to interact with the dog, which prevents a category of problem before it starts. Buy one as equipment, not as evidence.

Common questions

Do I need to register my psychiatric service dog?
No. No federal registry exists and no registration is required by any law. Sites offering it are selling an entry in their own private database.
Are service dog certificates legally recognised?
No. There is no federal certification for service animals, and a business is under no obligation to accept a privately issued certificate as evidence of anything.
Does a service dog have to wear a vest?
No. A vest is not required by the ADA. Many handlers use one because it discourages strangers from distracting the dog.

A clinician licensed in your state reviews it and decides. The fee is refunded if they decline to issue, because a review that cannot say no is not a review.
