Assistance animals and leaving an abusive home

Housing situations

Housing law is slow and this situation is not. The practical routes matter more here than the legal ones.

If you are in immediate danger, call 911. The National Domestic Violence Hotline is 1-800-799-7233, and it can be reached by text. They will know which local shelters take animals, which is the question this page is really about.

Why animals are part of this

A large share of people delay leaving an abusive home because of an animal they will not abandon, and abusers know it. That is well documented, it is taken seriously by people who work in this field, and it is not something you need to justify.

What moves faster than an accommodation request

  • Shelters that accept animals, which are far more common than they were. A hotline or coordinated entry line will know the local position.
  • Safe-haven fostering schemes, which board an animal temporarily and are run by many humane societies specifically for this.
  • Protective orders, which in many states can name an animal and award possession of it.
  • Legal aid, which in most areas prioritises domestic violence housing cases.

What housing law adds

The Violence Against Women Act gives survivors protections in federally assisted housing, including against eviction for being a victim and rights to emergency transfer. Those apply regardless of any animal question and are worth raising early. The ordinary accommodation duty then applies to the new tenancy in the usual way.

A letter takes time this situation does not have, and in five states it cannot issue for thirty days. Use the practical routes now and treat documentation as something to sort out once you are somewhere safe.

Common questions

Will a shelter take my animal?
Many now do, and many others partner with fostering schemes. Call the hotline and ask specifically rather than assuming the answer is no.

Start an assessment

A clinician licensed in your state reviews it and decides. The fee is refunded if they decline to issue, because a review that cannot say no is not a review.
