Emotional support animals in military housing

Housing situations

Most military family housing is run by private operators, which means the ordinary rules apply more than people expect.

Who the landlord actually is

Most military family housing in the United States is privatised: a private company owns and operates the housing under a long-term arrangement with the service. That company is a housing provider, and the ordinary Fair Housing Act analysis applies to it. This is the single most useful thing to establish before making a request, because it determines who you are asking.

Installation rules on top

  • Installations commonly impose breed restrictions by policy. Where the housing is privatised these interact awkwardly with the accommodation duty and are worth raising in writing rather than assuming.
  • Number limits and registration requirements with the veterinary treatment facility are usually enforceable as ordinary conditions.
  • A tenant advocate or housing office exists at most installations and is generally a faster route than an outside complaint.

Barracks and unaccompanied housing

Different again, and much harder. These are generally government-operated, and the analysis runs through the service's own accommodation process rather than through a private landlord. Expect that process to be the only realistic route.

For a service member or veteran whose request relates to PTSD, it is worth establishing whether the animal is task-trained. Since May 2026 a trained service animal is in a materially stronger position in a housing complaint than an untrained emotional support animal.

Moving, which is the recurring problem

A permanent change of station moves you between states, and the licence behind your documentation does not move with you. A letter written by a clinician licensed in one state is a weaker document in the next, and a posting to Arkansas, California, Iowa, Louisiana or Montana lands you in a jurisdiction with a thirty day relationship requirement. That is worth starting before the move rather than after it.

Overseas assignments

The Fair Housing Act does not apply outside the United States, and overseas housing runs on host nation law, status of forces arrangements and the rules of the installation, including quarantine and import requirements that can be long and expensive. Nothing in an emotional support animal letter shortens a quarantine.

Common questions

Does the Fair Housing Act apply on base?
It applies to the privatised operator that runs most family housing. Government-operated barracks run through the service's own process instead.

Start an assessment

A clinician licensed in your state reviews it and decides. The fee is refunded if they decline to issue, because a review that cannot say no is not a review.
