How to get an emotional support animal letter in Arkansas

Arkansas

There is no lawful same-day route in Arkansas, and that is the whole of the answer for most people. Here is what the statute requires and how to actually satisfy it.

Read this part first. Arkansas requires a client-provider relationship of at least 30 days before the documentation issues (A.C.A. § 20-14-1003). There is no lawful same-day route in Arkansas. Every service advertising one is either ignoring the statute or hoping you will not check.

What the 30 days actually means

The statute carves out an exception for a person verified as homeless. Otherwise the relationship has to predate the documentation by thirty days, which no same-day online letter can satisfy.

The route that works in Arkansas

  • Start the clinical relationship now rather than at the point you need the letter. The clock is the binding constraint, and it only runs forward.
  • Use a clinician licensed in Arkansas. A licence from another state does not satisfy a Arkansas documentation requirement, however the consultation happens.
  • Expect an actual evaluation. The statute requires a clinical judgement about disability and about whether the animal helps, and a clinician who reaches that judgement is also the one who can be asked to stand behind it.
  • Keep the dates. The document should show the licence details and a date that is consistent with the relationship behind it.

What Arkansas law sits behind this

Arkansas has a fair housing statute of its own, the Arkansas Civil Rights Act (Ark. Code § 16-123-201 et seq.), but not a state enforcement agency that HUD recognises as substantially equivalent. So the statute exists to be sued on rather than complained to, and the administrative route runs through HUD Region VI (Fort Worth). After May 2026 that distinction bites: the administrative route is the one that narrowed, and in Arkansas it is the only one there is.

Arkansas also legislated on emotional support animals directly, which most states have not. These are the sections that matter:

  • A.C.A. § 20-14-1001: Defines an emotional support animal as one providing emotional, cognitive or similar support, and expressly does not require the animal to be trained or certified.
  • A.C.A. § 20-14-1003: Sets what a provider must do before issuing emotional support animal documentation, including a client-provider relationship of at least thirty days.
  • A.C.A. § 20-14-1004: Imposes escalating civil penalties for fraudulently representing an animal as an emotional support animal, or for failing to give a required notification.
  • A.C.A. § 20-14-1005: Permits a private property owner to prohibit emotional support animals, and limits that owner's liability except in cases of gross negligence.

What you should not buy

  • A registration or certificate. No federal or state register of emotional support animals exists, so nothing can register you on one.
  • An ID card, vest, tag or collar. None of these is documentation and no statute gives them weight. California went as far as requiring sellers of these products to say so in writing.
  • A letter from a clinician not licensed in your state.
  • A letter issued faster than 30 days into a clinical relationship, in Arkansas.

A Arkansas housing provider handed a letter has no register to check it against, which is the reason so much of this market is worthless paper. Every letter issued here carries a six digit ESA ID and a public verification page, so a landlord can confirm the letter is real, current, and issued by a licensed clinician without being shown a single word about anybody's health.

Nobody can tell you from a web page whether you qualify, and any site in Arkansas that says everyone does is selling something. An emotional support animal letter rests on a licensed clinician evaluating you and concluding that you have a disability and that the animal helps with it. That review can come back no, and when it does here, the fee is refunded.

Common questions

How long does it take to get an emotional support animal letter in Arkansas?
At least 30 days, because that is what A.C.A. § 20-14-1003 requires of the relationship behind the document. Anything quicker is not lawful Arkansas documentation.
Do I need to see someone in person in Arkansas?
Arkansas does not require an in-person appointment. It requires a licensed clinician who has genuinely evaluated you, which telehealth can satisfy.
What does a valid Arkansas letter have to contain?
The clinician's name, licence type, licence number, the state that issued the licence and its expiration date, a statement that you have a disability within the meaning of the Fair Housing Act, and a statement that the animal helps with it. It should not contain your diagnosis, and a housing provider is not entitled to one.
