The legality question comes first here, and in a handful of places it is the whole answer.
Check legality before anything else. A reasonable accommodation does not create a right to keep an animal the law prohibits, so where a state or city bans the species the housing question never arises. State lists change, and a city can be stricter than its state.
Where they are prohibited
As of September 2026, hedgehogs are prohibited as pets in California, Georgia, Hawaii and Pennsylvania, and within New York City although they are lawful elsewhere in New York State. California bans them under its wildlife regulations to keep non-native species out of local ecosystems, and Hawaii on the same reasoning with considerably more at stake.
In those places there is nothing an accommodation request can do. A landlord refusing an animal you may not lawfully keep is on entirely solid ground, and no clinician can write around it.
Where they are lawful
The housing case is straightforward. A hedgehog lives in an enclosure, is nocturnal and quiet, cannot damage a unit, and poses no plausible threat, so none of the grounds a provider can refuse on get any traction.
What does come up
- Enclosure heating, which hedgehogs need and which is an ordinary electrical question rather than a housing one.
- Odour from a neglected enclosure, which is a habitability complaint like any other.
- Local rules that are stricter than the state, which is common for exotic species and is where most people get caught.
Where the animal is lawful, the species is something a clinician records rather than something that decides the outcome. The letter still rests on a licensed clinician concluding that you have a disability and that this animal alleviates a symptom of it.

- Can an ESA letter let me keep a hedgehog in California?
- No. The prohibition is about keeping the animal at all, and a housing accommodation does not reach it. Anyone selling you a letter for that is selling a document that cannot work.
- My state allows them but my city does not.
- The city rule governs where you live, and an accommodation does not override it.
