How to get an emotional support animal letter in Louisiana
Louisiana
There is no lawful same-day route in Louisiana, and that is the whole of the answer for most people. Here is what the statute requires and how to actually satisfy it.
Read this part first. Louisiana requires a client-provider relationship of at least 30 days before the documentation issues (La. R.S. § 46:1974, enacted by Act 558 of 2024). There is no lawful same-day route in Louisiana. Every service advertising one is either ignoring the statute or hoping you will not check.
What the 30 days actually means
Louisiana goes further than the other thirty-day states. It requires two evaluation sessions as well as the thirty days, and the statute expressly writes online letter services out of the definition of a therapeutic relationship. A single questionnaire cannot satisfy it however it is worded.
The route that works in Louisiana
- Start the clinical relationship now rather than at the point you need the letter. The clock is the binding constraint, and it only runs forward.
- Use a clinician licensed in Louisiana. A licence from another state does not satisfy a Louisiana documentation requirement, however the consultation happens.
- Expect an actual evaluation. The statute requires a clinical judgement about disability and about whether the animal helps, and a clinician who reaches that judgement is also the one who can be asked to stand behind it.
- Keep the dates. The document should show the licence details and a date that is consistent with the relationship behind it.
What Louisiana law sits behind this
Louisiana has its own fair housing statute, the Louisiana Equal Housing Opportunity Act (La. R.S. § 51:2606), enforced by the Louisiana Commission on Human Rights. A state complaint runs on state law, so HUD changing its own enforcement priorities does not decide it.
Louisiana also legislated on emotional support animals directly, which most states have not. These are the sections that matter:
- La. R.S. §§ 46:1971 to 46:1978: The Louisiana Support and Service Animal Integrity Act, enacted as Act 558 of 2024 and effective 1 August 2024, which sets out what a housing provider may request and what a provider must do before issuing support animal documentation.
- La. R.S. § 46:1974: Requires a therapeutic relationship of at least thirty days and at least two evaluation sessions, in person or remote, before a licensed provider may issue documentation.
- La. R.S. § 46:1975: Penalises misrepresenting an animal as a service or support animal.
What you should not buy
- A registration or certificate. No federal or state register of emotional support animals exists, so nothing can register you on one.
- An ID card, vest, tag or collar. None of these is documentation and no statute gives them weight. California went as far as requiring sellers of these products to say so in writing.
- A letter from a clinician not licensed in your state.
- A letter issued faster than 30 days into a clinical relationship, in Louisiana.
A Louisiana housing provider handed a letter has no register to check it against, which is the reason so much of this market is worthless paper. Every letter issued here carries a six digit ESA ID and a public verification page, so a landlord can confirm the letter is real, current, and issued by a licensed clinician without being shown a single word about anybody's health.
Nobody can tell you from a web page whether you qualify, and any site in Louisiana that says everyone does is selling something. An emotional support animal letter rests on a licensed clinician evaluating you and concluding that you have a disability and that the animal helps with it. That review can come back no, and when it does here, the fee is refunded.
Common questions
- How long does it take to get an emotional support animal letter in Louisiana?
- At least 30 days, because that is what La. R.S. § 46:1974, enacted by Act 558 of 2024 requires of the relationship behind the document. Anything quicker is not lawful Louisiana documentation.
- Do I need to see someone in person in Louisiana?
- Louisiana allows the two required evaluation sessions to be in person or remote, but writes online letter services out of the definition of a therapeutic relationship, so a remote session has to be part of a real course of care.
- What does a valid Louisiana letter have to contain?
- The clinician's name, licence type, licence number, the state that issued the licence and its expiration date, a statement that you have a disability within the meaning of the Fair Housing Act, and a statement that the animal helps with it. It should not contain your diagnosis, and a housing provider is not entitled to one.
