Who qualifies for an emotional support animal in Louisiana
Louisiana
The honest answer is that a licensed clinician decides, after evaluating you. Here is the standard they apply, and what it is not.
The actual test
Two things have to be true. You have a disability, meaning a physical or mental impairment that substantially limits one or more major life activities. And the animal does something about it: it alleviates one or more identified symptoms or effects of that disability. The second half is the one people skip. Loving your dog is not the test, and a clinician who issues on that basis is not doing the job.
Any Louisiana site telling you that everyone qualifies, or that approval is guaranteed, is describing a product rather than a clinical standard. A real review can come back no. If it could not, the document it produces would not mean anything to a housing provider, which is the entire point of having one.
Conditions that commonly support a letter
There is no statutory list, and that is deliberate. In practice, letters commonly rest on anxiety disorders, major depression, post-traumatic stress disorder, panic disorder, obsessive compulsive disorder, bipolar disorder and autism spectrum disorder. What matters is not the label but whether the impairment substantially limits a major life activity and whether the animal helps.
What Louisiana adds
Louisiana has its own fair housing statute, the Louisiana Equal Housing Opportunity Act (La. R.S. § 51:2606), enforced by the Louisiana Commission on Human Rights. A state complaint runs on state law, so HUD changing its own enforcement priorities does not decide it.
Louisiana also legislated on emotional support animals directly, which most states have not. These are the sections that matter:
- La. R.S. §§ 46:1971 to 46:1978: The Louisiana Support and Service Animal Integrity Act, enacted as Act 558 of 2024 and effective 1 August 2024, which sets out what a housing provider may request and what a provider must do before issuing support animal documentation.
- La. R.S. § 46:1974: Requires a therapeutic relationship of at least thirty days and at least two evaluation sessions, in person or remote, before a licensed provider may issue documentation.
- La. R.S. § 46:1975: Penalises misrepresenting an animal as a service or support animal.
The 30-day rule in Louisiana
Louisiana requires the client-provider relationship to exist for at least 30 days before emotional support animal documentation is issued (La. R.S. § 46:1974, enacted by Act 558 of 2024). A letter produced the same day you fill in a questionnaire does not satisfy it, no matter who signs it or what it costs.
Louisiana goes further than the other thirty-day states. It requires two evaluation sessions as well as the thirty days, and the statute expressly writes online letter services out of the definition of a therapeutic relationship. A single questionnaire cannot satisfy it however it is worded.
This is the single most important thing to know before paying anyone for a Louisiana letter, and it is the thing online letter services are least likely to tell you. A document that does not meet La. R.S. § 46:1974, enacted by Act 558 of 2024 is not documentation a housing provider has to treat as reliable, so the money buys nothing.
Overstating it, and what Louisiana does about that
Louisiana penalises misrepresentation and, unusually, the statute reaches emotional support animals rather than only service animals. Under La. R.S. §§ 46:1971 to 46:1978: $500 for a first violation, $1,000 for a second, and $2,500 for a third or later violation.
What does not qualify you
- Buying a registration, certificate or ID card. These confer nothing anywhere in the United States.
- Owning an animal you are attached to, without an underlying disability.
- A letter from someone not licensed to practise in your state.
- Wanting to avoid a pet deposit. That is a consequence of a genuine accommodation, not a reason for one.
Nobody can tell you from a web page whether you qualify, and any site in Louisiana that says everyone does is selling something. An emotional support animal letter rests on a licensed clinician evaluating you and concluding that you have a disability and that the animal helps with it. That review can come back no, and when it does here, the fee is refunded.
Common questions
- Does anxiety qualify for an emotional support animal in Louisiana?
- It can, and it commonly does, but not automatically. The question is whether the anxiety substantially limits a major life activity and whether the animal alleviates a symptom of it. A clinician has to reach that view about you specifically.
- Do I need a diagnosis before applying in Louisiana?
- No. The evaluation is where that gets established. What you should not do is present a diagnosis you do not have, which is the conduct state fraud statutes are aimed at.
- Can I be turned down?
- Yes, and in Louisiana you should be suspicious of any service that implies otherwise. Here the clinical fee is refunded if the reviewer declines.
